Help! Who Do I Invite To The Shower?

I am having an small out-of-state wedding in a few weeks. We are inviting immediate family and one relative that happens to live in that city only. My sister thinks that my extended family and some friends will want to celebrate the occassion and wants to invite them all to a bridal shower. Is this rude? Should I rush out invitations to all of them to my wedding that is 800+ miles away? Help!
